Executive Director of Med-Or Italian Foundation for Africa, an Italian non-profit organization dedicated to enhancing relations between Italy, Europe and the Global South. Umberto has been part of the foundation since its establishment in 2021 setting up as Director for International Relations the foreign network of the foundation. He later developed a new line for the foundation, designing and implementing externally funded projects. Today he combined the position of Director of the Special Projects as well as the Executive Director of the foundation Africa branch based in Nairobi, Kenya.
Umberto is a political strategist with twenty years history in working in diplomacy and high-quality foreign policy advisory to top officials across Europe, Africa and the Arab Gulf. He combines deep field experience with policy foresight to develop strategic projects, through a wide institutional network across sectors from diplomacy to cybersecurity, agriculture, climate, and critical minerals.
Among his most recent experience he was policy adviser to the United Arab Emirates’ Ministry of Foreign Affairs (2017-2020) and to the Deputy Secretary General/Political Director of the European External Action Service foreign service (2016-2017). From 2004 to 2016, he has led EU Special Representatives’ offices in Sudan, Ethiopia, Kenya, Somalia, and served in the EU Delegation to the African Union advising on conflicts and crises across the continent.
He remains an internationally recognized expert on the border Red Sea and Gulf of Aden dynamics and has contributed with think tanks such as the European Council for Foreign Relations (ECFR), Conflict Management Initiative (CMI), the United States Institute for Peace (USIP) and regularly serves as consultant to the EU European External Action Service on Middle East and African Affairs, African multilateral organization such as the Inter-governmental Authority for Development (IGAD) and Arab multilateral development funds and organizations.
He organizes and moderates in person round-tables or webinars on major geopolitical issues and has spoken as panelist in main foreign policy conferences across Africa and Middle East.
