Med-Or signs Memorandum of Understanding with Djibouti’s Ministry of Economy and Finance

The agreement establishes a framework for cooperation on critical infrastructure, digital connectivity and strategic dialogue, reflecting the shared commitment to strengthening ties between Italy and Djibouti at the crossroads of Europe, Africa and Asia

The Med-Or Italian Foundation and the Ministry of Economy and Finance, in charge of Industry, of the Republic of Djibouti today signed a Memorandum of Understanding (MoU) aimed at strengthening cooperation in areas of strategic importance, including critical infrastructure, digital connectivity, energy systems and policy dialogue.

The agreement was signed in Rome on the occasion of the high-level seminar “Djibouti and the Bab el-Mandeb Strait: The Crossroads between Europe, Africa and Asia,” hosted by the Foundation with the participation of H.E. Ilyas Moussa Dawaleh, Minister of Economy and Finance, in charge of Industry of the Republic of Djibouti. The meeting brought together senior representatives from Italian institutions, the financial sector and leading industrial companies to discuss the growing strategic importance of the Red Sea and Gulf of Aden.

The Memorandum provides a framework for future cooperation in three broad areas. These include the development of initiatives relating to critical and underwater infrastructure, with particular attention to subsea telecommunications, energy interconnections and related technical cooperation; the promotion of strategic dialogue on regional connectivity and Djibouti’s role as a gateway linking Europe, Africa and Asia; and the organisation of joint conferences, seminars and other knowledge-sharing exchanges involving institutions, research centres and industry.

Located at the entrance to the Bab el-Mandeb Strait, Djibouti occupies a pivotal position along one of the world’s most important maritime corridors. As a regional hub for logistics and international communications, the country hosts one of Africa’s largest concentrations of submarine cable-landing stations and plays an increasingly significant role in supporting global digital connectivity, trade and energy flows.

The Memorandum reflects the shared commitment of Med-Or and Djibouti’s Ministry of Economy and Finance to deepen cooperation in support of resilient infrastructure, technological innovation and sustainable connectivity. It also reinforces the Foundation’s role in promoting dialogue and partnerships between Italy and Africa on issues of common strategic interest.
